Occupier and investor activity have increased in the past six months. Growing confidence in business activity is driving tenant demand. Tenants are taking advantage of cyclically-low rates to upgrade to higher-quality office space in better locations. Lenders have begun to bring more distressed assets to the market, giving investors the opportunity to purchase properties at bargain rates. 
The public sector and insurance companies drove leasing activity in the first quarter. A handful of prominent buildings were sold, and others are currently on the market. Construction projects put on hold may be restarted if leasing activity justifies continued construction costs.
