​One of the three analytical dimensions to evaluating a location for cross-border direct investment is an assessment of the prevailing business climate. This evaluation, when combined with an examination of financial and risk considerations, commonly represents a complete review of a location's overall merit for investment. For the purposes of this discussion, the term "business climate assessment" is used to describe the evaluation of start-up and ongoing manufacturing operating conditions that fall outside the realm of any financial and risk considerations.​
