Current responsibilities
Mr. Roth, a Managing Director at Jones Lang LaSalle’s headquarters in Chicago, IL is the firm’s National Project Manager for the General Services Administration’s National Broker Contract (GSA NBC).  In this role he directs a team of professionals across New York, Chicago, Atlanta, Denver and Washington, DC offices in tenant representation and construction oversight for federal agency tenants.  Since April 2005 the team has secured over 950 leases for federal agencies including the Departments of Justice, Judiciary, Treasury, Homeland Security, Defense, Interior and Commerce.  The team is currently engaged on more than 500 active assignments with requirements ranging from 190 to 1,000,000 square feet. 

Previous responsibilities
Mr. Roth previously led the firm’s Privatization Real Estate Support Services (PRESS) initiative for the U.S. Air Force.  This role included public-private partnerships in both Military Family Housing (MFH) privatization and Enhanced Use Leasing (EUL).  His involvement with MFH and EUL has included oversight of and execution on multiple project management teams in concept development, feasibility analysis, financing competition and the procurement of and negotiation with private sector development partner teams.  Public-private partnership developments for MFH with a value in excess of $2.9 billion, consisting of over 14,500 homes at over 20 military installations nationwide are underway in projects having Mr. Roth’s direct involvement.

Mr. Roth leads account teams in support of client initiatives by bringing expertise in both public and private sector real estate.  Areas include government procurement processes for public-private partnerships, complex leasing arrangements, lease negotiation, feasibility analysis, asset positioning, as well as financial underwriting, land disposition and architecture. Mr. Roth’s experience includes:
  • Management of tenant representation teams nationally involved in over 27.1 million square feet of lease procurement for federal agencies
  • Oversight and execution of MFH privatization projects includes: McGuire Air Force Base (AFB) and Fort Dix, a $359 million (2,083-unit) project in New Jersey; The Presidio of Monterey and U.S. Navy Postgraduate School, a $790 million (2,064 unit) project in California; AFSPC Tri-Group involving Peterson and Schriever AFBs in Colorado and Los Angeles AFB, and the ‘BLB Group’ involving Bolling AFB in Washington, DC, Langley AFB in Virginia and Barksdale AFB in Louisiana; two separate transactions valued at nearly $1.2 billion (approximately 4,700 units); Air Education and Training Command (AETC) Group II, a $260 million (approximately 2,200 units) at Randolph, Goodfellow and Laughlin AFBs in Texas, Maxwell AFB in Alabama, Columbus AFB in Mississippi and Vance AFB in Oklahoma; Air Mobility Command (AMC) East, a transaction valued at $341 million(nearly 1,500 housing units, were privatized at MacDill AFB in Florida and Andrews AFB in Maryland; Scott AFB, a $295 million, (1,593-unit) project in Southern Illinois; U.S. Air Force Academy in Colorado, a $58 million (427-unit) transaction; Evaluations of sale-lease back versus sale-operating agreement opportunities for a portfolio of over 225 parking assets for the former Central Parking Corporation; resulting in disposition of parking assets for development valued at over $10.0 million in Chicago and Baltimore central business districts
  • Advisory related to railway air rights and air rights lease disposition assignments valued at over $60.0 million for Amtrak’s Chicago Union Station Company
  • Underwriting of potential firm co-investment in land development investments for master planned communities in the western United States
  • Advisory for strategic disposition of a 2000+ acre land asset for Mead Corporation and a $14.0 million development asset for Commonwealth Edison
Prior to joining Jones Lang LaSalle (as LaSalle Partners in 1998), Mr. Roth was responsible for performance reporting, asset valuation and market research related to various clients’ investment assets at Real Estate Research Corporation in Chicago, IL.  As an Intern and Architect, his work included:  Schematic design for Iams Corporate Headquarters in Dayton, OH; design and construction document preparation for hangar extensions to accommodate KC-135 aircraft at Wright Patterson AFB; design and construction administration of tenant improvements for fiber optic communications at the Cincinnati VA Medical Center; and design and construction document preparation for an engineering facility for Ohio University in Athens, OH.
Education and affiliations
Mr. Roth earned a Master and Bachelor of Architecture from Tulane University and an M.B.A. from the University of Chicago’s Booth School of Business, with concentrations in both finance and accounting.  He is a licensed Architect in the State of Ohio and a licensed Real Estate Broker in the State of Illinois.
