Current Responsibilities

Howard is Vice President of National Retail Leasing with a focus on retail properties in the West region and Hawaii. He works one-on-one with clients to develop results-driven merchandising strategies and implements an innovative, strategic approach to help increase NOI and elevate a property's merchandise mix.  Howard has an extensive network of retailer relationships to attract and secure leading, revenue-generating tenants that meet consumer demands and coincide with client's investment goals.

Additionally, Howard brings added value to clients due to his tenant representation experience which further enables him to better understand tenants' needs, and thus position and lease properties for landlords more effectively.


Leveraging his comprehensive retail expertise gained over the past 25 years, Howard offers clients impactful, strategic insight to identify value-add opportunities for their  investments.

Prior to joining JLL, Howard served in senior roles at Passco Companies, LLC including Managing Director and Director of Retail Leasing.  As Managing Director, he managed the acquisitions of shopping centers and street retail redevelopments. His role included evaluating and assessing real estate, marketing to investment brokers, and performing thorough analysis and due diligence.

Additionally, as Director of Retail Leasing, he oversaw and was directly involved in the leasing services of the firm's retail portfolio which span from regional malls and lifestyle centers to power centers, neighborhood centers and new developments throughout the U.S.

His additional experience includes working in various real estate firms including JLL, Westfield Corporation, Staubach Restaurant & Entertainment Group, Lord & Associates, Glimcher Realty Trust, Center Trust and Grubb & Ellis.  From strategic leasing oversight and successful deal negotiations to global retail consulting on high profile developments, Howard has acquired immense retail expertise, and has established tremendous retailer and brokerage relationships across the country that benefit clients.


  • Successfully leased two major regional malls in San Diego:  Westfield Horton Plaza, a downtown urban retail complex consisting from luxury and fashion retailers to national chain retailers.  Westfield North County, a regional mall with the emphasis of implementing the re-merchandising program of the mall in bringing new lifestyle retailers and restaurants.
  • Promenade at Howard Hughes (Los Angeles, CA):  Rebranded and remerchandised the center to an urban lifestyle shopping destination featuring new entertainment and restaurant concepts that included the first Dave & Busters in Los Angeles.
  • Mall of Orange (Orange, CA): Involved in the redevelopment of a mall into an indoor-outdoor hybrid lifestyle center; secured three new additional anchor box retailers and restaurants tenants.
  • Represented the concepts and expansion of the following retailers, restaurant and entertainment operators in Southern California and throughout the U.S.:  Mitsuwa Marketplace, Paris Baguette, E*Trade Financial, Justice, Fox Sports Grill, Yard House, Arnie Morton's Steakhouse, Main Street & Main (TGI Friday's and Bamboo Club), Lark Creek Restaurant Group (Bradley Ogden, Lark Creek, Yankee Pier), Catalina Restaurant Group, and Chuck E Cheese.  Participated in the expansion of U.S. concepts to Asia Pacific and served a liaison with The Staubach Company's Asia partner, DTZ.  
  • Member of the JLL International Leasing team, which consulted on and leased several high profile shopping center developments in Hong Kong and China in bringing U.S. retail, restaurant, entertainment and showcase brands to Asia Pacific. Consulted Walt Disney Company on their new Disney Hong Kong amusement park, focusing on the design and merchandising of Downtown Disney Hong Kong.
  • Hanford Mall (Hanford, CA):   Re-merchandise regional mall with national mall retailers by increasing occupancy and income by enhancing difficult corridor of the mall.    Created new pad opportunities with national restaurants increasing synergy to exterior of the mall.
  • Rogue Valley Mall (Medford, OR):   Re-merchandised regional mall by replacing a large vacant anchor space and downsizing of in-line shop space by obtaining box retailers.
  • Represented La Ciudad de los Ninos (Kids City) from Mexico City, Mexico of their implementation and expansion of a new 100,000-square-foot entertainment amusement concept into the United States.  Involved with the introduction and presentation to major national mall developers throughout the U.S.
  • Magic Valley Mall (Twin Falls, ID):  Developed new additional national retailers by increasing occupancy and NOI projections.  Obtained key cinema deal resulting in the purchase of a new acquisition commitment
  • Chico Mall (Chico, CA):   Directed leasing plan to enhance the current tenant mix with better retailers and analyzed new additional expansion of mall with new department store anchor and box retailers.
  • Columbia Gateway Towne Center (Columbia, MO):   Consulted and developed scheme for pre-leasing opportunity of a 400,000 square-foot-power center.  Secured interest of 280,000 square feet of box retailers on behalf of client. 

Education and Affiliations

Howard attended the University of Southern California. He is a member of the International Council of Shopping Centers (ICSC) and holds two professional designations, Certified Leasing Specialist (CLS) and Certified Retail Property Executive (CRX).
