Current responsibilitiesJillian Caster is a Vice President based in Washington, D.C. and heads the international transaction management component of JLL’s International Desk. In this role, Jillian partners with JLL’s clients to help drive their international project needs from evaluation to execution on a day-to-day basis while providing strategic oversight of their global portfolios. As a member of the international desk, Jillian is also responsible for expanding the growth of JLL’s international business lines across the Americas, Europe, Middle East, Africa and the Asia Pacific regions while collaborating with our global brokerage team.

ExperienceJillian has 10 years of private and public sector real estate experience in lease advisory, tenant representation, portfolio and asset management, financial analysis, investment management, transaction management, and mixed-use development for a diverse list of U.S. Federal clients and private sector enterprises.
Prior to joining the International Desk in 2015, Jillian worked in JLL’s Public Institutions (PI) Group (2007-2015) on both the U.S. General Services Administration (GSA) National Broker Contract (NBC) and the U.S. Army’s Portfolio and Asset Management teams. Most recently, Jillian served as the GSA NBC Regional Manager for the Northeast and the Caribbean (Region 2) overseeing a portfolio of over 38 projects. In addition to leading a team of seasoned real estate professionals throughout Region 2, Jillian also personally managed a portfolio of lease acquisitions in New England, the Northeast and the Caribbean, and the Southeast awarding almost 500K square feet of leased space totaling USD 96.0M in aggregate lease value for a variety of Federal agencies representing both competitive and non-competitive lease actions. Her responsibilities included the management of lease transactions from requirements development to tenant occupancy by conducting market due diligence, identifying viable building alternatives, negotiating below market rental rates, and overseeing space build-outs to ensure scope fulfillment.
Prior to this, Jillian was part of an integrated team responsible for monitoring the financial, developmental and operational performance of the U.S. Army’s portfolio of privatized family and unaccompanied housing through the U.S. Army’s Residential Communities Initiative (RCI) program. In this capacity, she analyzed project and portfolio performance and assisted in the dissemination of best practices and lessons learned, development of program management tools, issue resolution, information provision to senior stakeholders, and implementation of new business initiatives. Specific responsibilities included oversight of approximately 11,000 residential units encompassing more than USD 1.1B in total development. Preceding JLL, Jillian also worked in investment management at CWCapital Investment and mixed-use and hotel development at Walnut Street Development.

EducationJillian earned her M.B.A. from The George Washington University (GWU) in Washington, DC, with a double concentration in real estate and urban development and tourism and hospitality management. Additionally, she graduated Summa cum Laude in the Honors Program at the State University of New York – The College at Brockport, earning a B.S. in business administration with a minor in recreation and leisure studies.
CertificatesJillian holds a certificate in hotel real estate investments and asset management from Cornell University and a graduate certificate in non-profit management from GWU’s Trachtenberg School of Public Policy and Public Administration.
Licenses and ClearancesJillian is also a licensed Real Estate Salesperson in the State of Maryland and the District of Columbia, has received an FBI escorted access clearance to conduct GSA lease procurements and HSPD-12 adjudication to provide brokerage services to GSA.
