Current responsibilities

Drawing on the experience of his notable GSA career, Art provides strategic direction and transactional advice for clients and maintains relationships with a wide range of real estate decision makers in the Government. Art's seasoned navigation of the ever changing people and policies of Government bureaucracy provides his clients a unique expertise that is leveraged across the entire JLL platform. The entire Government Investor Service (GIS) team is closely linked with the best in class JLL market research. Together, they provide economic forecasting and thought leadership to both clients and internal JLL partners. Based in Washington, DC, the GIS team is in constant interaction with the critical members of the Executive and Legislative branches of Government that influence Federal real estate and its impacts on JLL clients worldwide.


  • Forest City Enterprises | The Yards, 355 Water Street, SE, Washington, DC (5,000,000 s.f.)
    • Lead negotiator for the five million-square-foot mixed-use development
  • Hines Interests | 2 Massachusetts Avenue, NE, Washington, DC (800,000 s.f.)
    • Project Manager and negotiator with Hines Interests for adaptive reuse of the City Post Office, resulted in producing 800,000 s.f. of office space for the Bureau of Labor Statistics headquarters and the Senate computer center
  • IRS and Bureau of Alcohol, Tobacco and Firearms headquarters | Washington, DC (1,550,000 s.f.)
    • Site selection and acquisition executive for the IRS headquarters in New Carrollton, Maryland (900,000 s.f.) and the Bureau of Alcohol, Tobacco and Firearms in Washington, DC (650,000 s.f.)
  • Willco Construction | 1722 Eye Street, NW, Washington, DC (1,200,000 s.f.)
    • Advisor for retaining the Veteran's Administration tenant (200,000 s.f.), and repositioning a new development and redevelopment for target federal agencies at Washington Science Center in Rockville, Maryland (1,000,000 s.f.)
  • Foulger-Pratt | 1315 East West Highway, Silver Spring, Maryland (950,000 s.f.)
    • Negotiated the 15 year lease renewal for NOAA
  • Hoffman | 2415 Eisenhower Avenue, Alexandria, Virginia (650,000 s.f.)
    • Advisor for the National Science Foundation for a new 15 year lease
