​Current Responsibilities
Mr. Samler is a Vice President in the Business and Economic Incentives practice, a division of JLL. Matt represents clients in incentive negotiation strategy, contract negotiation, program filings and contract implementation. Matt is also involved in the process and execution of legislative changes, writing and obtaining letter rulings for interpretive statutory issues as well as modifications to state rules and regulations for the benefit of his clients. 

Matt utilizes his finance and legal background when working with economic development teams to negotiate and model the tax and non-tax savings including: property tax, sales taxes, income/franchise taxes, as well infrastructure grants, training grants and other creative savings solutions. 

Experience
Matt started at JLL in 2008 as the lead researcher for the D/FW market and brokerage analyst for the Dallas agency leasing team. Typical research analyses included quarterly DFW market and submarkets reports, as well as specialized research regarding real estate trends for the institutional investor and tenant representation teams. Matt was also responsible for leasing and marketing office buildings within the company’s portfolio, as well as new business development for the office division.

Education and affiliations
Matt graduated from St. Mary’s School of Law with a Juris Doctorate in May 2007 and was admitted to the State Bar of Texas in November 2007. Prior to graduate school, Matt attended Southern Methodist University Cox School of Business where he graduated with a Bachelors of Business Administration with a concentration in Finance.
