Current Responsibilities

Mr. Twigg is a Vice President in Jones Lang LaSalle’s Public Institutions group in Washington, DC.  Since joining the firm in March 2001, he has delivered comprehensive real estate advisory services to multiple government clients.  He specializes in government acquisition processes. 


Mr. Twigg is currently providing Portfolio Management oversight services for the Air Force Center for Engineering and the Environment.  He has provided real estate advisory services in support of the U.S. Army’s Military Housing Privatization Initiative (MHPI) at Fort Meade and Aberdeen Proving Grounds, MD.  Mr. Twigg has supported the U.S. Air Force as Project Manager for five MHPI projects including 13 military installations.  These projects have a combined value in excess of $2.3 billion in total development costs, involving over 14,000 privatized military family housing units.  Two of these projects represent some of the largest grouped housing privatization projects in the U.S. Air Force’s housing inventory.  Mr. Twigg’s efforts as Project Manager include assisting with feasibility studies, concept development, solicitation preparation and release, marketing and communications with the private sector, proposal evaluation and transaction closing.   


Prior to joining Jones Lang LaSalle, Mr. Twigg serviced as a career Army Officer, provided more than 20 years of government service.  He served as a Project Coordinator, Residential Communities Initiative; Deputy Director of Contracting at Fort Meade, MD; and Contracting Branch Chief, Defense Supply Services-Washington, Pentagon, Washington, DC.

Education and Affiliations

Mr. Twigg holds an M.B.A. from the University of Texas, Arlington, TX where he graduated with honors as a member of the National Business Honor Society, Beta Gamma Sigma and has earned a Master of Corporate Real estate (MCR) designation.  He received a B.S. in environmental science from Frostburg State University, Frostburg, MD.
