Current Responsibilities

Mr. Stefanski is a Vice President on Jones Lang LaSalle’s Public Institutions team based in Washington, DC.  Since joining the firm in November 2003, his primary focus was on providing portfolio management and advisory support to the U.S. Army’s privatization of family housing and single Service Member apartments through the Residential Communities Initiative (RCI) program.


Mr. Stefanski was part of an integrated team of Army and Jones Lang LaSalle professionals responsible for monitoring the financial, developmental and operational performance of the Army’s portfolio of privatized family housing and single Service Member apartments to ensure compliance with Army goals and investment objectives.  In that capacity, Mr. Stefanski engaged in project performance analysis, lesson learned dissemination, evaluation of development plan alterations, capital markets issues, personnel training and information provision to senior stakeholders.  Mr. Stefanski had direct portfolio oversight responsibility for the housing privatization projects at Fort Meade and Fort Bragg, involving more than 8,800 family housing units and over 300 garden-style apartments.  He served in a lead advisory role to the Army as it executed remedy actions for more than $2 billion of invested development funds impacted by the financial markets. 
Mr. Stefanski’s support of the RCI program also included multiple due diligence assignments.  He performed a feasibility assessment to privatize family housing at Forts Wainwright and Greely, AK, served as lead financial analyst for an additional inventory absorption study at 13 RCI projects prior to the May 2005 Base Realignment and Closure announcement and developed the financial model and managed the completion of the Small Installations Due Diligence study covering seven installations.
As direct financial advisor to the Fort Wainwright/Fort Greely, AK RCI project Army installation team, Mr. Stefanski conducted analysis on and contributed to the creation of required periodic reports, provided management advice based on his RCI experience and portfolio lessons learned, reviewed construction documentation and reviewed major decisions. 


Prior to joining Jones Lang LaSalle, Mr. Stefanski worked in the Private Client Group of Merrill Lynch, assisting in identifying and marketing to high net worth individuals.

Education and Affiliations

Mr. Stefanski graduated with a B.B.A. in finance and business economics with a second major in economics from the University of Notre Dame.  Mr. Stefanski personally holds Secret clearance.  He is a member of the Association of the United States Army (AUSA).
