Current Responsibilities
Mr. Ross is a Vice President in the Public Institutions group in Jones Lang LaSalle’s Washington, DC office and is currently working on the implementation and portfolio and asset management of the U.S. Army’s housing privatization program.  He joined the team in July 2003.  His primary responsibilities within the Army’s housing privatization program, the Residential Communities Initiative (RCI), include program management oversight, pro forma modeling, financial analysis, legal document review, project insurance review, utility policy analysis and due diligence research.  Additionally, Mr. Ross is involved in Portfolio and Asset Management (PAM) efforts, including development of operating procedures, oversight and analysis of project performance and program development to enhance project and portfolio performance.

Experience
Working with the Army on the RCI program, Mr. Ross provides PAM support for the RCI program.  This assignment is focused on ensuring the Army realizes the financial, operational, family satisfaction and other key goals as it privatizes family housing on installations and across the portfolio.  He provides on-site financial and program-level training to government and developer personnel.  Additional work for the Army includes project management support for the Privatization of Army Lodging (PAL) program, the Army’s effort to privatize its 19,000-room hotel inventory.
Mr. Ross also was involved with supporting the Washington Metropolitan Area Transit Authority in evaluating its joint development portfolio through an assessment of market conditions, comparable properties and site characteristics, and he has been involved with other government initiatives related to properties in the District of Columbia, Maryland and Northern Virginia.

Positions
Prior to joining Jones Lang LaSalle, Mr. Ross worked with Diversified Global Capital Group, Inc. for two years, providing stock analysis through quantitative, technical and economic models, as well as due diligence reporting on selected portfolio positions for a portfolio valued over $100 million.  Mr. Ross has nine years of military experience as an Air Force Pilot and Air Force Program Manager of the Dover Air Force Base Air Mobility Command Tactics and Flying Program.  He is currently an Air Force Reserve pilot commanding airlift missions supporting Presidential, Department of Defense, Department of State and United Nations operations.

Education and Affiliations
Mr. Ross earned an M.B.A. in finance from Colorado State University and a B.S. in political science from the United States Air Force Academy.  Mr. Ross is a registered real estate salesperson in the Commonwealth of Virginia.
