Janet L. Rice

Current Responsibilities

Ms. Rice is a Senior Vice President on Jones Lang LaSalle’s Public Institutions team.  She is also the team’s Small Business Liaison Officer.  With the firm since January 2005, her responsibilities include developing proposal strategies and content, overseeing operational and contracting issues and assisting federal government clients with enhanced use leasing and development of program guidance and regulations. 


Ms. Rice works with senior management to develop proposal strategies in response to solicitations from federal, state and local entities seeking real estate and financial services.  Additionally, she is managing the firm’s relationship with the U.S. Department of Transportation, updating program guidance, application materials and regulations for the agency’s public-private innovative finance program, the Transportation Infrastructure Finance and Innovation Act (TIFIA).  She has assisted other clients, including the Department of Veterans Affairs (VA) with enhanced use leasing, policies and procedures, private sector best practices and policy analysis. 


Prior to joining Jones Lang LaSalle, Ms. Rice was a Manager at Ernst & Young, where she advised multiple agencies on matters related to federal budgeting, performance reporting, policy guidance, statutory and regulatory requirements and federal credit program implementation.  She supported several agencies, including the Departments of Agriculture, Commerce, Defense, Transportation and Treasury as well as the Federal Communications Commission.  While at Ernst & Young, she advised the Department of Energy, General Services Administration and the National Archives and Records Administration on real estate and capital acquisition efforts. 

Ms. Rice also spent four years at the Office of Management and Budget (OMB) in Washington, DC.  She served as assistant to OMB’s Deputy Director, working with OMB and White House officials on the development and enactment of the President’s budget and supporting legislation.  In addition, she served as a Program Examiner in OMB’s Labor Branch, where she was responsible for: budget formulation and budget execution issues, monitoring cross-cutting legislative, regulatory and programmatic proposals and developing policy and budget analyses. 

Education and Affiliations

Ms. Rice holds a master’s of public affairs degree from the University of Texas’, LBJ School of Public Affairs and a B.A. from the University of California, Santa Barbara.
