Based in San Diego, Leo’s priority is to expand energy services and optimization by developing and implementing energy programs for new clients in JLL's central region. He helps clients successfully incorporate energy and sustainability concepts into operations and project management, reducing energy consumption, utility expense and carbon emissions.
Leo specializes in creating and analyzing project structures for energy efficiency, central utility plant and energy services outsourcing programs. He manages the multi-disciplinary development of energy infrastructure assets and retrofit projects. He also manages business development, commercial structuring, financial and technical analyses and implementation of such projects.
Leo has 20 years of energy and sustainability management experience. For 10 years prior to joining JLL, he held positions including Director of Business Development at Sempra Energy and Veolia Energy in San Diego. His responsibilities included all business development and customer retention in the western U.S., including drafting and renegotiating long-term energy services contracts and agreements. He was also responsible for creating commercial and financial structures that facilitated energy efficiency and outsourcing programs for customers throughout the country.
Before that, Leo held positions including Mechanical Engineering Manager for three years at PG&E Energy Services in Costa Mesa, California. In this position, he supervised several mechanical engineers in the technical development, auditing, energy analysis, project cost estimating and performance contract development for Fortune 500 industrial and commercial end users. He has also worked as an Energy Services Project Manager at Bosek, Gibson and Associates, and Southland Industries.
Education and affiliations
Leo has an M.B.A in finance from San Diego State University and a B.S. in mechanical engineering from Purdue University. He is a registered professional mechanical engineer in California.
