JLL Expands Public Institutions Real Estate Expertise

JLL’s Public Institutions group adds P3 expert, Jill Jamieson in Washington

​WASHINGTON, June 17, 2015 – In order to bridge the gap between available public resources and the cost of needed infrastructure and services public authorities across the world are turning to Public-Private-Partnerships (P3). JLL has hired Jill Jamieson, a globally recognized and proven leader in infrastructure finance and Public-Private-Partnerships. She joins JLL’s Public Institutions team in Washington, DC as a Managing Director.

Jamieson brings more than 25 years of successful P3 and infrastructure finance experience. Having served a broad array of U.S. federal, state and local authorities on alternative finance and delivery across multiple asset classes, specific areas of expertise include:

  • Multi-sector P3 program development;
  • Transaction advisory services; 
  • Contract governance and oversight structures; and
  • Government transformation.  

“While the infusion of private capital and management via a P3 can ease fiscal restraints and boost efficiency in the provision of public infrastructure and services, P3s are highly complex policy instruments that require specialized expertise to implement effectively,” said Barry Scribner, Co-President JLL’s Public Institutions Group. “Jill brings outstanding global experience, thought leadership and infrastructure P3 finance experience to JLL and will be an asset to government and federal clients.”

Jamieson’s successful infrastructure finance and P3 transaction experience encompasses work across multiple infrastructure sectors, including:

  • Transportation (airport, port, road, rail, inland waterways, parking and multimodal);
  • Water (drinking water, water/wastewater, and flood risk management);
  • Energy (generation and distribution);
  • Social infrastructure (schools, university facilities, healthcare/hospitals, justice complexes, government campuses);
  • Environment;
  • Municipal works;
  • Urban development; and
  • Tourism/resort development,

With a total capital investment portfolio of well over $10 billion, she also has a strong track record of successful international experience, having provided P3 advisory services in over 23 countries across the globe.

Jamieson joins JLL from Huron Consulting Group where she specialized in alternative finance and delivery (including P3/P4), privatization and public sector transformation, advising a wide variety of international, federal, state and local clients. Prior to joining Huron, she was a P3/P4 Practice Leader with Deloitte Consulting.

Jamieson holds a master of arts in law and diplomacy from The Fletcher School of Law and Diplomacy, Tufts University, in Medford, Massachusetts, and a bachelor of science of foreign service from Georgetown University School of Foreign Service in Washington, DC. She serves on the Board of the National Council for Public Private Partnerships, as well as on the Advisory Board for the United Nations PPP Specialist Centre.
