Joint Powers Authority creates funding for new, mixed-use waterfront district

​Twenty years into the site plans for a vibrant, new mixed-use waterfront district, a public benefit corporation/regional government agency and a local city government solicited JLL to prepare a comprehensive market and economic assessment for a 1,400+ room convention destination resort hotel and 400,000 square feet of convention center space.

As a result, the two entities formed a Joint Powers Authority (JPA) to create funding to finance the infrastructure. We consulted on the JPA by evaluating alternative financing options including capturing hotel and sales tax increment contributions of development impact fees, formations of an Enhanced Infrastructure Financing District, EB-5 financing, and loans from the State. Additionally, we advised the partnership on transportation and park grants as well as New Market Tax Credits.

To ensure the project solicited interest from highly qualified development teams across the globe, our experts were also asked to initiate the RFQ process and is now leading the negotiations with the selected development team on behalf of the public benefit corporation and local city government partnership. Our further involvement in this project includes marketing a 1,000 square-foot retail site within the master plan of the new waterfront district.
