Eliminating Backlog-20 Years Ahead of Schedule

With the U.S. Department of Defense facing significant funding shortfalls to construct, operate and maintain on-post housing, JLL advised the Army and the Air Force on a process for the transfer of the assets to the private sector. Our process helped to attract quality developers and generate the capital market interest necessary to maximize the value to the government.

Under the Military Housing Privatization Initiative, Jones Lang LaSalle supports the Army and the Air Force in implementing the entire privatization process–from concept development to post-closing monitoring–to ensure the government's interests are protected and the quality of life for service members and their families is improved. This process includes due diligence, solicitation, evaluation of proposals, negotiations with government-selected private developers and overseeing the portfolios after closing.

For the Army, we execute transactions and provide portfolio and asset management services for a total portfolio of 44 installations with more than 85,700 homes (or 98 percent of the Army's family housing inventory in the United States), eliminating a $7 billion backlog of renovation work within 10 to 20 years ahead of schedule. Additionally, we are executing single-soldier housing and lodging privatization transactions as the Army expands its privatization efforts.

For the Air Force, we execute transactions for military family housing and enhanced use leasing. We implement portfolio management services for the entire privatized family housing portfolio, which is anticipated to grow to approximately 62 installations with about 55,000 homes.
